Any hydro-carbon (petrol, oil, diesel, parafin etc) that is spilled onto soil resulting in contaminated soil, will remain as a liquid pollutant and migrate down to the water table. Once on the water table the hydro-carbon will flow until the product one again reaches the surface. This could be via a borehole or wellpoint pump, or via a natural spring, or through an underground river which empties into the sea. However it gets to the surface, the problem will still be that the product can now pollute an environmental eco system resulting in toxicity or oxygen starvation to said system.
Therefore, any hydro-carbon that is spilled, needs to be recovered or dug out of the soil and then remediated so that it is no longer a threat.
