Dispersant liquids can only be used in water depths of greater than 30M in the open sea.
The reason for this is that the dispersant coagulates the water and oil together, resulting in the oil sinking to the bottom. If this is allowed to happen in shallow water, then the oil on the ocean floor will change the eco system.
